The protection of the lives and livelihoods of citizens shall be fully extended to all forms of human rights and freedoms. The MDAs (Ministries, Departments, and Agencies) to be involved are not only the armed security forces but also the Legislature and the Judiciary that make and enforce laws for the protection of property, entitlement to related proceeds.
