Construct new seed secondary schools in sub-counties without schools, and expand and equip existing secondary schools below the Basic Requirements and Minimum Standards (BRMS).

Indicator (K): Number of new seed secondary schools constructed in previously unserved sub-counties, and the number of existing secondary schools upgraded and equipped to meet the BRMS.
Target (L): 100% construction of seed schools in all targeted sub-counties and the full upgrade of all secondary schools identified as being below the BRMS.
